Stimulus program offers rebates for appliances
Need a new water heater? Refrigerator? Air-conditioner?
Arizonans who missed out on "cash for clunkers" still may be able to snag a share of the $700 billion economic stimulus by purchasing more energy-efficient major appliances.
The appliance program, which will provide $50 to $200 rebates, could take effect in November or December. The program could be a holiday gift for consumers, as well as a lifeline to retailers and manufacturers that have seen sales slump as much as 40 percent this year.
"If I had an old appliance I'd definitely trade it in," said Andrea Palmer of Mesa. "I can see the program helping the economy."
Later this year, the Arizona Energy Office, which has been designated to administer the program in the state, will begin giving away $6.2 million in $50 to $200 rebates to purchasers of more energy-efficient major appliances. It's part of a $300 million national program approved by Congress in July.
The Energy Efficiency Appliance Rebate Program follows in the footsteps of the popular Car Allowance Rebate System, or cash for clunkers program, which last month generated 700,000 new-car sales for struggling auto dealers and manufacturers.
Tiffany Saienni of Phoenix wanted to trade her "clunker" in for a new car but decided against taking on a car payment because of the economy. She said she would likely use the same restraint with appliances.
Teri Morrow, who is visiting Phoenix from California, is concerned that the program may encourage people to go into debt and buy something they don't need.
"Most people can't separate needs and wants," she said.
Details on how the rebates will be paid out and what appliances will be eligible are still being worked out. The appliance-rebate program aims to provide a similar boost to appliance retailers and manufacturers, only on a smaller scale.
"Assuming that the plan kicks in around the holiday season, retailers could see disproportionately high traffic and a positive market-share shift," David Strasser, a retail analyst with Janney Montgomery Scott LLC, said in a recent note to clients.
